About Laguna Beach
Laguna Beach is one of the older, established single-family neighborhoods directly on and near the Gulf, toward the west side of Panama City Beach — the same general zip code (32413) as Carillon Beach further down toward the Walton County line. It's a different kind of buy than the newer master-planned communities like Breakwater at Ward Creek elsewhere on this site. Homes here range from smaller original beach cottages to larger, more recently built or renovated houses, with direct Gulf-front lots commanding a significant premium over the near-beach interior of the neighborhood.
No Single HOA — It Varies Street by Street
Because it's an established neighborhood rather than a single-developer community, there's no single HOA or amenity package covering all of Laguna Beach — what you get depends on the specific street and lot, more than at a planned community with shared amenities.
Riviera Beach, Just to the West
Riviera Beach sits about a mile and a half further west along the same stretch, with its own streets — Riviera Drive, Le Grand Drive, Sunset Avenue, Marlin and Pompano Avenues among them. It carries some of the highest-value inventory on this end of the beach, but almost nobody searches for it by name, so it rarely surfaces on its own. If you're shopping this end of the beach at the upper end of the market, it's worth asking about directly rather than expecting it to turn up in a neighborhood search.
What to Know About Buying at Laguna Beach
Older homes in an established Gulf-front neighborhood like this one are worth a close inspection for flood zone status, elevation, and any past storm history specific to the lot — insurance costs vary meaningfully block to block depending on proximity to the water and construction era. If you're comparing a direct Gulf-front lot to one a street or two back, factor in the real difference in both price and insurance cost, not just the view. Ask whether short-term rental is allowed on the specific property if that matters to your plans — rules can vary by parcel in an established neighborhood without a single governing HOA.
