New Construction Homes in Panama City Beach

A neutral look at who's actively building in the Panama City Beach corridor right now — which national builders, in which communities, at what price points — without any one builder's marketing doing the talking.

Every major builder active in this corridor runs its own paid search campaign and its own community microsite, but nobody publishes an independent, cross-builder comparison — so buyers end up piecing it together from five different sales-center visits. This page is that comparison, built from the same community pages already on this site rather than duplicating them.

Active Builders in the Corridor

Toll Brothers

Breakwater at Ward Creek, Ward Creek corridor. Gated, three home collections (Coastal, Oasis, Vista), roughly 1,665–3,242 sq ft, starting around $435,000. Design-studio personalization.

Fischer Homes

Salt Grass at Ward Creek (623 Millbridge Drive, zip 32413), same corridor as Breakwater. Seven floor plans, roughly 1,501–2,889 sq ft, starting around $419,995.

D.R. Horton

Bayside at Ward Creek (townhomes, Ward Creek corridor), now selling with a published starting price around $316,400; Breakfast Point East phases (single-family, mid-beach) — current quick-move-in inventory there has been running from roughly $487,000, though that's a handful of specific homes rather than a fixed community price and turns over quickly; and Colonial East Townhomes — a separate platted phase of the same mid-beach land as Traton's Colonial Landing development. Positioned as the corridor's volume/entry-price builder.

Traton Homes

Colonial Landing (formerly marketed as Seagate at Clara), mid-beach townhomes, roughly 1.5 miles from the beach per the builder's own marketing, pricing often starting in the mid-$300s. D.R. Horton also builds on this same platted land, marketed separately as Colonial East Townhomes.

Harris Doyle Homes

Also building within Breakfast Point East, alongside D.R. Horton. Sixteen floor plans published, roughly $433,000–$663,000, with builder incentives that change from time to time — ask what's currently running.

Minto Communities

With St. Joe and Margaritaville Holdings — Latitude Margaritaville, the corridor's 55+ community, Hwy 79/West Bay. Homes starting in the $300s.

New Construction FAQ

Which builders are actively building in the Panama City Beach corridor right now?
Toll Brothers (Breakwater at Ward Creek), Fischer Homes (Salt Grass at Ward Creek), D.R. Horton (Bayside at Ward Creek, Breakfast Point East, and Colonial East), Traton Homes (Colonial Landing), Harris Doyle Homes (also Breakfast Point East), and Minto Communities with St. Joe and Margaritaville Holdings (Latitude Margaritaville). See the comparison table above for pricing and product type.
Is a new-construction home move-in ready or built to order?
Both exist at every active community — confirm whether a specific listing is a quick-move-in home or a to-be-built home on the current price sheet, since this affects both price and closing timeline meaningfully.
Do new-construction communities here have CDD or HOA fees older neighborhoods don't?
Sometimes — ask about HOA dues and any CDD or special-assessment structure, since new master-planned communities occasionally carry these even when older PCB neighborhoods don't.
Are Carillon Beach or Whisper Dunes still actively building new homes?
Neither has an active builder program. Carillon Beach is an established gated community and Whisper Dunes a smaller, largely built-out townhome community — which is why neither appears in the comparison table above.
Do builders offer incentives like rate buydowns or closing-cost credits?
Commonly, in this market — ask directly rather than assuming the sticker price is the whole story.
